Authorizes school districts with average daily attendance of 2,500 or less and county superintendents of schools to award multiple task-order procurement contracts for repair and renovation of buildings and grounds through a single request for bids, for projects up to $3,000,000

Contracts must be funded from the county or school district's general fund, local construction bonds, or federal/state funds and awarded to the lowest responsible and responsive bidder

Task-order contracts may only supplement existing personnel and cannot be used to supplant existing classified school employees

Requires school districts and county offices using this contracting method to submit a report by January 1, 2030 to legislative committees, prepared by an independent third party, detailing project descriptions, award amounts, contractors, protests, and performance assessments

The authorization expires January 1, 2031, when the provision is repealed
