Establishes the California Education Interagency Council within the Government Operations Agency to align education and workforce systems, evaluate economic changes, maximize funding impact, and coordinate regional education and workforce needs

Council membership includes leaders from K-12 education, UC, CSU, Community Colleges, Bureau for Private Postsecondary Education, Labor and Workforce Development Agency, Governor's Office of Business and Economic Development, and Department of Finance

Requires the council to hold its first meeting by December 31, 2025, adopt a strategic plan by November 30, 2026 (updated every six years), and release biennial work plans after consultation with legislative education committees and the Governor

Creates the Office of the California Education Interagency Council as a neutral administrative body with a Governor-appointed executive officer to support council operations, research, and analysis

Council must establish a faculty and employer advisory committee within two years, develop mechanisms for experiential learning opportunities (internships, apprenticeships), and submit biennial reports to the Legislature on progress toward career-aligned student pathways
