Makes permanent the Youth Offender Program Camp Pilot Program, which was launched by the Department of Corrections and Rehabilitation in August 2023 at Growlersburg Conservation Camp #33 in Georgetown

Allows incarcerated youth between 18 and 25 years of age with Level III classification scores or Violent Administrative Determinants to participate in conservation camp programs on a case-by-case basis

Authorizes the Secretary of the Department of Corrections and Rehabilitation to expand the program to include some or all of California Conservation Camps at their discretion

The pilot program was expanded to Pine Grove Youth Conservation Camp #12 in August 2024 prior to this legislation making it permanent

Provides youth offenders opportunity to receive wildland firefighting training while encouraging commitment to positive change and self-improvement
