Expands California's existing prohibition on foreign governments and foreign principals making political contributions to also include "foreign nationals" (non-citizens who are not lawful permanent residents)

Defines "foreign national" to exclude individuals with active DACA (Deferred Action for Childhood Arrivals) status, allowing DACA recipients to make political contributions

Prohibits foreign nationals from making contributions, expenditures, or independent expenditures related to state or local ballot measures or candidate elections

Makes it illegal for any person or committee to solicit or accept contributions from foreign nationals for state or local elections

Violations constitute a misdemeanor punishable by a fine equal to the amount contributed or expended
