Expands eligibility for Mexican prepaid health plans licensed in California to cover all individuals legally employed in San Diego or Imperial County (and their dependents), not just Mexican nationals

Requires employers offering these Mexican prepaid health plans to non-Mexican nationals to also provide alternative health care coverage through a full-service California health plan or health insurance policy

Increases the minimum tangible net equity requirement for Mexican prepaid health plans from $1,000,000 to $2,300,000

Mexican prepaid health plans must deliver health care services wholly in Mexico, except for emergency and urgent care provided out of area through a California-admitted insurer

Plans can only be sold through California-licensed insurance brokers, agents, or third-party administrators authorized to offer group contracts
