Expands the California State University Board of Trustees from 25 to 27 members by adding one gubernatorial appointee and one faculty member

Requires the Governor to appoint each faculty trustee from a list of at least 2 names furnished annually by the Academic Senate of the California State University

Establishes staggered 2-year terms for the 2 faculty members, with one term beginning July 1 of odd-numbered years and the other beginning July 1 of even-numbered years

Faculty trustees must be tenured at the CSU campus where they teach and are prohibited from participating in board subcommittees responsible for collective bargaining negotiations

Allows faculty members to remain in office for one additional year beyond their term expiration if the Governor has not appointed a successor
