General acute care hospitals must allow patients with physical, intellectual, or developmental disabilities, cognitive impairment (including dementia), or other disabilities to have a family or friend caregiver present as needed, including outside standard visiting hours

Hospitals may restrict caregiver visitation if the visitor would endanger health or safety, be violent, significantly disrupt operations, or impede medical care delivery

Hospitals retain authority to impose reasonable restrictions on visitation, including visitor age limits, supervision requirements, number of visitors, masking requirements, and prohibiting sick visitors or certain items

Visitation restrictions during Governor-declared emergencies, State Public Health Officer health emergencies, or local health emergencies to prevent disease spread are explicitly permitted

The bill does not create new civil or criminal liability for hospitals that comply with its requirements, including for illness, infection, or injury experienced by patients or visitors
