Requires counties to waive CalWORKs program requirements (work requirements, time limits, child support cooperation, etc.) for applicants or recipients identified as past or present victims of domestic abuse when compliance would make it harder to escape abuse, stay safe after escaping, or would unfairly penalize abuse victims

Mandates the State Department of Social Services develop uniform statewide written materials on abuse resources, confidentiality protections, available program waivers, and safety planning, along with a standardized waiver request form

Requires counties to notify applicants/recipients in writing whether a waiver will be issued by the time of application approval, with specific reasons provided if denied, and prohibits adverse action while a waiver request is pending

Counties must reevaluate waivers every six months and provide timely written notice with specific reasons before terminating any waiver

Provisions become operative on January 1, 2028, or when the department notifies the Legislature that the California Statewide Automated Welfare System can perform necessary automation, whichever is later
