Requires the Department of General Services to quitclaim approximately 3.68 acres (3 parcels) of state-owned land within San Pasqual Battlefield State Park to the San Pasqual Band of Mission Indians at no cost to the tribe

Encourages the City of San Diego to transfer its land within the park to the tribe, and if the city agrees, requires the state to relinquish all lease, permit, or other interests it holds in those city-owned lands

Addresses historical wrongs where the tribe was forcibly removed from its ancestral lands in the San Pasqual Valley, including an 1891 federal reservation that was incorrectly sited, relocating the tribe from fertile valley land to barren land

Declares the land transfer does not constitute a gift of public funds because it serves the public purpose of rectifying past discrimination and allowing the tribe to operate a public park educating visitors on tribal history

The San Pasqual Battlefield State Park has been closed for years with no designated reopening date; a tribal cemetery is located within the lands
