Repeals the existing rigid plastic packaging container recycling program and replaces it with a new program covering rigid plastic containers, rigid plastic products, and film plastics (including trash bags, shrink wrap, and industrial bags)

Requires manufacturers to register annually with the Department of Resources Recycling and Recovery by July 1, 2026, pay up to $1,000 registration fee, and meet minimum postconsumer recycled content requirements: 30% for most covered products, 25% for rigid plastic containers, and 10% for trash bags (effective January 1, 2028)

Mandates third-party certification of postconsumer recycled content starting January 1, 2029, with annual reporting requirements beginning April 1, 2028 on virgin and recycled plastic usage by resin type and country of origin

Establishes administrative civil penalties of $0.40 per pound for using virgin material instead of required recycled content, plus up to $5,000 per day per violation for non-compliance with registration or other requirements

Provides a 1.5-pound credit toward compliance for each pound of postconsumer resin purchased from in-state or adjacent state sources, and allows waivers up to 2 years for manufacturers facing supply limitations, technological barriers, or federal regulatory conflicts
