Requires the Director of General Services to quitclaim 11 parcels of undeveloped state-owned land (totaling approximately 1,262 acres) in the City of Moreno Valley to the city at no cost

Transferred land must be used for wildfire mitigation to protect residents and businesses, increasing open-space and outdoor recreational opportunities, and similar purposes deemed necessary by the city

Parcels must meet specific requirements before transfer: located in a very high fire hazard severity zone, within two miles of critical infrastructure, and designated as a local responsibility area where the city has fire prevention responsibility

Exempts these land transfers from standard state and local surplus property disposal requirements under Government Code Section 11011.1 and related provisions

City of Moreno Valley has committed to improving its Public Protection Classification (ISO Rating) through wildfire mitigation efforts on the parcels to help reduce insurance premiums in the area
