Creates "Idle Reserve Mine Status" for currently idle surface mining operations authorized to extract construction aggregate materials (sand, gravel, rock, stone, etc.), allowing them to apply to the Division of Mine Reclamation for extended interim management plan periods

Extends the maximum interim management plan renewal period by up to 10 additional years (beyond the existing 15-year maximum) for approved Idle Reserve Mine operations if the State Geologist determines the mine has reserves to address future infrastructure needs

Limits Idle Reserve Mine Status approvals to 12 applications per fiscal year and excludes operations on federal public land from eligibility

Requires the Division of Mine Reclamation to compile and post annual reports starting September 1, 2027, detailing active, idle, and Idle Reserve Mine operations by county, including time in operation and financial assurance status

Sets a sunset date of January 1, 2032, after which no new Idle Reserve Mine Status applications will be accepted, though existing approved operations may retain status for their remaining renewal period
