Requires the Superintendent of Public Instruction to develop a statewide dual enrollment framework by January 1, 2027, with the goal of all high school pupils graduating with at least 12 units of college credit by the 2029-30 academic year

Establishes a dual enrollment advisory board composed of K-12 teachers, administrators, counselors, community college and university representatives, and four public members appointed by legislative leaders

The framework must provide best practices guidance on funding, course content, instructor qualifications, hiring and compensation, and methods for evaluating program effectiveness

Requires review of existing dual enrollment laws and policies in California and other states, consultation with successful programs, and consideration of recent research recommendations

Framework applies to College and Career Access Pathways (CCAP) partnerships, early college high schools, and middle college high schools; implementation requires enactment of subsequent legislation; provisions repeal on January 1, 2030
