Establishes the 4th Friday in September (Native American Day) as a paid holiday for all state employees, adding it to the existing list of holidays including New Year's Day, Memorial Day, July 4th, Labor Day, Veterans Day, Thanksgiving, and Christmas

Removes Native American Day from the list of optional holidays that employees could elect to take in lieu of personal holiday credit

Applies to State Bargaining Unit 5 employees as well as excluded employees and nonelected officers of the executive branch

Employees required to work on Native American Day would receive straight-time pay plus eight hours of holiday credit, consistent with other state holidays

Part-time employees would receive prorated holiday benefits according to Department of Human Resources rules
