Expands eligibility for the Rural CUPA Reimbursement Account to all counties with populations under 150,000 persons, removing previous requirements that certification occur on or before January 1, 2000 and that the unified program be implemented by a secretary-designated CUPA

Maintains existing funding allocation tiers: counties under 70,000 population receive up to 75% of budgeted costs, counties between 70,000-100,000 receive up to 50%, and counties between 100,000-150,000 receive up to 35%

Caps total allocation at $60,000 for all CUPAs within an eligible county

Implementation is contingent upon an appropriation by the Legislature for these purposes

Certified Unified Program Agencies (CUPAs) receiving funds must use them to implement the unified hazardous waste and hazardous materials management regulatory program
