Prohibits public agencies or their contractors from including vape pens in materials exchange programs at household hazardous waste collection facilities

Defines "vape pen" as an electronic device powered by batteries that delivers nicotine, cannabis, or other vaporized liquids, including electronic cigarettes, cigars, pipes, or hookahs
