Authorizes the Department of Finance to augment any appropriation by up to $25,000,000 to defend California against federal government enforcement and legal actions, file affirmative litigation challenging federal actions, and take administrative action to mitigate federal action impacts

Funds allocated for federal litigation are available for encumbrance until June 30, 2026, and for expenditure until June 30, 2028

Requires the Department of Justice to report annually through August 1, 2028 on the use of federal litigation funds, including outside counsel costs and administrative actions taken to mitigate federal government impacts

Mandates the Department of Justice create and maintain a public website detailing all litigation against the federal government funded under this act, with updates required at least monthly and after each court filing

Takes effect immediately as a Budget Bill amending the Budget Act of 2024
