Appropriates $10,000,000 to the Judicial Council for grants to qualified legal services projects providing civil legal services to indigent persons at risk of detention, deportation, eviction, wage theft, intimate partner violence, or other safety threats resulting from federal actions

Appropriates $10,000,000 to the Department of Social Services for immigration-related services, including removal defense, through grants or contracts with qualified organizations

Appropriates $5,000,000 to the Judicial Council for distribution through the California Access to Justice Commission as one-time expansion grants to nonprofit legal services providers

Funds are available for encumbrance until June 30, 2026, and for expenditure until June 30, 2028

Requires both the Judicial Council and Department of Social Services to report grant awardees, amounts, and grant periods to the Joint Legislative Budget Committee following fund distribution
