Creates the Housing Opportunities Made Equal (HOME) Account in the General Fund, requiring annual transfers of at least 5% of estimated General Fund revenues (approximately $10 billion based on 2025-26 projections) starting in fiscal year 2027-28 through September 30, 2036

Funds must be appropriated to the Business, Consumer Services, and Housing Agency for homelessness prevention and services, affordable rental housing development and preservation, and homeownership assistance for low- and moderate-income households

Requires the agency to develop a 10-year investment strategy with stakeholder input, including specific performance measures and benchmarks, with annual progress reports to the Legislature through October 1, 2036

Transfers occur after other General Fund obligations are met, including Proposition 98 education funding requirements

Governor may declare a budget emergency to suspend or reduce the annual transfer for one fiscal year under specified conditions related to inadequate resources or emergencies
