Temporarily replaces California's congressional district maps with those in AB 604 of the 2025-26 Regular Session for all congressional elections until the Citizens Redistricting Commission draws new maps in 2031

Declared as a response to mid-decade redistricting efforts in Texas and other Republican-led states, which the Legislature characterizes as an attempt to rig the 2026 midterm elections

Grants the Attorney General sole legal standing to defend challenges to the temporary maps, with the California Supreme Court having original and exclusive jurisdiction over such challenges

Preserves the Citizens Redistricting Commission's authority to draw new congressional, State Senate, Assembly, and Board of Equalization district maps in 2031 and every 10 years thereafter

Requires a 2/3 vote of the Legislature and voter approval as a constitutional amendment adding Section 4 to Article XXI of the California Constitution
