Honors actor James Dean, who was killed in an automobile crash on September 30, 1955, on State Highway Route 46 while traveling to a racing event

Requests the Department of Transportation to determine signage costs and erect signs only after receiving sufficient donations from nonstate sources to cover the expense

Requires the Secretary of the Senate to transmit copies of the resolution to the Director of Transportation and the bill's author
