Urges the United States Congress to pass the Major Richard Star Act (H.R. 2102, S. 1032) to eliminate the dollar-for-dollar offset between Department of Defense retirement pay and Department of Veterans Affairs disability compensation

Current federal law forces veterans medically retired with fewer than 20 years of service to forfeit disability compensation for each dollar of retirement pay received

Approximately 50,000 disabled veterans are affected by this offset policy, losing an average of $1,200 per month in earned benefits

Would allow eligible disabled veterans, including those with combat-related injuries, to receive both their full military retirement pay and VA disability compensation concurrently

Directs the Assembly Chief Clerk to transmit copies of the resolution to the President, Vice President, congressional leadership, and California's congressional delegation
