Urges Congress and President Trump to fully fund the EPA's Comprehensive Infrastructure Solution for the Tijuana River to address sewage and pollution flowing from Mexico into San Diego County

Requests a national emergency declaration for the Tijuana River Valley due to public health, environmental, and economic impacts from transboundary pollution that has caused over 200 billion gallons of toxic effluent to enter the U.S. since October 2018

Calls for ongoing federal funding for operation and maintenance of the South Bay International Wastewater Treatment Plant, which received only $4 million of an estimated $40 million needed for maintenance from 2011-2021

Highlights that Imperial Beach has experienced extensive beach closures (101 days in 2018, 243 in 2019, 295 in 2020, 246 in 2021) with the southernmost shoreline closed continuously since December 8, 2021—more than 1,270 consecutive days

Urges federal funding to also address transboundary pollution in the New River, which flows from Mexico through Imperial County to the Salton Sea and impacts a community ranking in the 100th percentile for impaired water bodies
