Amends the Budget Acts of 2023 and 2024 by modifying appropriation items and extending deadlines for various state programs, including extending encumbrance periods for the Missing and Murdered Indigenous People grant program from June 30, 2026 to June 30, 2028

Increases funding for California Medical Assistance Program (Medi-Cal) by approximately $2.77 billion in General Fund appropriations and $8.25 billion in Federal Trust Fund appropriations

Allocates $181.1 million from the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Fund (Proposition 4) to various conservancies for wildfire prevention and forest resilience activities

Expands January 2025 wildfire emergency response authority under Sections 90.00 and 90.01, allowing the Director of Finance to augment appropriations up to $2.5 billion total for emergency response, property tax backfills to affected local governments, and funding to Los Angeles County for unmet recovery needs

Increases California State Nonprofit Security Grant Program funding from $76 million to $96 million and adds $7.65 million for an operational observer to monitor utility wildfire risk reduction measures through June 30, 2026
