CA SB1001

Requires the California Office of Emergency Services to create a water utility worker identification card program allowing employees of cities, counties, special districts, water corporations, and mutual water companies to access disaster areas during floods, storms, fires, earthquakes, and other emergencies

Identification cards are valid for five years and renewable; applications must be signed by an authorized water utility representative with certification under penalty of perjury that the worker has completed appropriate safety training

Authorizes the Office of Emergency Services to charge water utilities a fee not exceeding reasonable program costs for issuing identification cards

Peace officers may still deny entry to cardholders if conditions are unsafe or their presence would interfere with disaster response; access must be granted by the incident commander, law enforcement official, or their designee

Water utilities must collect and destroy identification cards when employees leave or their job duties no longer require disaster area access
