Expands the prohibition on law enforcement officers wearing facial coverings (masks, balaclavas, tactical masks) while on duty to include state agency peace officers, in addition to local, federal, and out-of-state officers already covered

Extends the compliance deadline from July 1, 2026 to January 1, 2027 for law enforcement agencies to maintain and publicly post written policies limiting facial covering use

Makes willful violation of the mask ban punishable as an infraction or misdemeanor, with officers who commit assault, battery, or other misconduct while illegally masked losing immunity protections and facing minimum $10,000 statutory damages

Exempts officers during undercover operations, tactical operations requiring protective gear, SWAT activities, health/safety situations, and when using clear face shields or medical masks

Declared an urgency statute requiring two-thirds vote to take effect immediately upon passage
