Requires cities and counties to provide housing developers with a list of all required onsite and offsite improvements, plus cost estimates, within 30 days of receiving a preliminary or full application

Prohibits local and state agencies from requiring any improvements to housing projects that were not disclosed within 30 days of a postentitlement phase permit application (including building permits)

Applies to all California cities, including charter cities, as the Legislature declares housing production a matter of statewide concern

Imposes a state-mandated local program but provides no state reimbursement, as local agencies may levy fees to cover implementation costs
