Foster youth aged 14 and older would gain direct access to their own educational records relevant to their legitimate educational interests, without requiring parental consent or court order

Currently, only homeless unaccompanied youth aged 14+ have this self-access right; this bill extends the same right to foster youth as defined in Education Code Section 42238.01

School districts would be required to process these record requests from eligible foster youth, creating new administrative duties

The state would reimburse school districts for any costs the Commission on State Mandates determines are mandated by this legislation
