CA SB1019

Establishes the California Cargo Theft Task Force under the Attorney General to combat theft, diversion, embezzlement, and fraudulent acquisition of cargo or freight moving in interstate or intrastate commerce

Task force membership includes a commander, two law enforcement investigators, two rail/freight transportation security professionals, and additional personnel designated by the Attorney General

Requires the task force to investigate and recommend prosecution of cargo theft offenders, including organized criminals and those who knowingly facilitate, finance, or receive stolen cargo

Mandates annual reporting to the Governor, Legislature, and Secretary of State beginning January 1, 2028, covering investigations, theft trends, recovered cargo amounts, and legislative recommendations

Defines "cargo" broadly to include goods at any stage of the supply chain, whether moving or temporarily stored in vehicles, railcars, warehouses, or distribution centers
