Establishes the Office of Food Security and Affordability as an independent state entity not affiliated with any other state agency, administered by a Governor-appointed, Senate-confirmed Director

Requires the office to coordinate statewide outreach for food assistance programs, establish a 24-hour toll-free hunger hotline, and develop best practices for food banks to reduce waste and increase fresh produce distribution

Directs the office to work with research organizations to identify geographic and demographic areas underserved by existing food assistance programs and develop strategic plans to address gaps

Creates the Food Security and Affordability Fund to receive federal, state, local, and private funding, with expenditures subject to legislative appropriation

Mandates coordination of food insecurity response during declared emergencies and targeted outreach to vulnerable populations including seniors, persons with disabilities, college students, and newly unemployed individuals
