Expands the definition of "disabled veteran" in California Vehicle Code to include veterans who cannot walk 200 feet without stopping to rest, have visual acuity of 20/200 or less, have severe lung disease or Class III/IV cardiac conditions, or are severely limited in walking ability due to arthritic, neurological, or orthopedic conditions

Changes existing language from veterans "unable to move without the aid of an assistant device" to veterans who "cannot walk without the use of" assistive devices including braces, canes, crutches, prosthetics, or wheelchairs

Requires the DMV to issue special disabled veteran license plates to veterans rated 100% permanent and total disability if they also qualify for a disabled parking placard, even if their mobility condition is not service-connected

Allows certification of disability for license plate eligibility to come from county veterans service officers, the California Department of Veterans Affairs, or the U.S. Department of Veterans Affairs as an alternative to physician certification
