Amends the Budget Act of 2025 by modifying appropriations across multiple state agencies, including the Natural Resources Agency ($34.7 million for local assistance), Office of Emergency Services ($43.3 million for capital outlay), and Department of Forestry and Fire Protection ($1.4 billion for support)

Extends loan repayment periods for nondesignated public hospitals participating in the Nondesignated Public Hospital Loan Program, requiring monthly repayments to begin 36 months after the loan date with full discharge within 24 months thereafter

Adjusts California Community Colleges funding including a $408.4 million deferral to 2026-27, provides $60 million annually through 2028-29 for the Rebuilding Nursing Infrastructure Grant Program, and allocates $8 million for the AANHPI Student Achievement Program

Modifies University of California and California State University appropriations with deferred compact payments of approximately $240-252 million from 2025-26, while maintaining funding for student mental health resources, basic needs programs, and enrollment growth targets

Removes Section 37.00 that would have repealed the Budget Act under certain conditions, and updates the list of trailer bills providing appropriations related to the budget
