Establishes the State Seal of Climate Literacy to recognize high school graduates who demonstrate mastery in climate literacy and attain green skills or technical green skills

Requires students to complete at least 2 approved courses in climate literacy (including physical, life, or earth science courses, career technical education, or courses using the Seeds to Solutions curriculum) plus a final experiential learning project focused on climate change effects in their local community

Local educational agency participation is voluntary; participating agencies must maintain records, affix the seal insignia to diplomas or transcripts, and report data to the Department of Education by July 1 annually starting in 2027

Allows additional distinctions: "Industry Distinction" for demonstrating technical green skills proficiency, and "Higher Education Distinction" for earning college credit while attaining the seal

Requires the Department of Education to submit annual reports to the Legislature by October 1 starting in 2027, summarizing data from participating schools
