Authorizes childcare navigators to refer foster children directly to county welfare departments for eligibility determination under the Emergency Child Care Bridge Program for Foster Children

Requires participating county welfare departments to determine eligibility for children referred by childcare navigators

Amends the existing Emergency Child Care Bridge Program, which provides time-limited childcare payments or vouchers (up to 6 months, extendable to 12 months) to stabilize foster children with families at placement

Applies to children in foster care, children returned to their home of origin, children of parents in the child welfare system, and children of nonminor dependent parents

Makes technical changes replacing "child care" with "childcare" throughout the relevant code sections
