Limits authorized representative appointments for persons with developmental disabilities to a maximum of one year, where currently no time limit exists

Authorizes the State Council on Developmental Disabilities to conduct investigations, including interviewing individuals and reviewing records, to determine whether a person's interests require appointment of a representative

Defines "good cause" for denying a family member's request to serve as representative: when the proposed representative has made or is likely to make decisions inconsistent with the person's expressed wishes or inconsistent with protecting their rights and interests

Applies to persons with developmental disabilities who have no parent, guardian, or conservator legally authorized to represent them and who either request a representative or whose rights need protection
