Requires employers with 10 or more employees to report monthly wages, industry, occupation, worker type (salaried/hourly, full-time/part-time/intern/apprentice), and hours worked for each employee beginning July 1, 2027

Directs the Employment Development Department to develop data-sharing procedures by July 1, 2027 to verify work hours for Medi-Cal and CalFresh eligibility determinations

Mandates the department work with CalSAWS (California Statewide Automated Welfare System) to implement automated data sharing for public benefits verification, starting January 1, 2028 or when system automation is ready

Responds to federal House Resolution 1 (2025), which imposed new work requirements of 80 hours monthly for Medicaid recipients ages 19-64 and stricter SNAP participation rules requiring 20 weekly hours of qualifying activities

Requires the department to streamline employer reporting through user-friendly application programming interfaces and aligned definitions, using existing federal and state grant funds for implementation
