Appropriates $140,253,000 in local assistance funding to the Department of Health Care Access and Information for fiscal year 2025-26, distributed across health care workforce ($36.1M), health care quality and affordability ($100.6M), and facilities development ($3.5M)

Allocates up to $90,000,000 for grants to family planning providers at community clinics that lose federal funding on or after July 4, 2025, with contracts and grant information exempt from public disclosure to protect provider safety and patient privacy

Dedicates approximately $31.3 million for primary care residency training programs, including existing slots, new slots at existing programs, teaching health centers, and newly accredited programs under the Song-Brown Health Care Workforce Training Act

Provides $3 million to Northeast Valley Health Corporation for infrastructure improvements, $2.8 million for the California Medicine Scholars Program, $2 million for a Youth Mental Health Academy Los Angeles cohort, and $500,000 for American Reproductive Centers Fertility Clinic repairs

Approved by the Governor on February 11, 2026, and takes effect immediately as a Budget Bill
