Limits emissions testing for nongasoline heavy-duty onroad motor vehicles (over 14,000 pounds gross vehicle weight rating) to no more than once every two years under the Heavy-Duty Vehicle Inspection and Maintenance Program

Requires the State Air Resources Board to adopt rules and regulations implementing the biennial testing limit

Applies to vehicles currently subject to testing procedures measuring oxides of nitrogen and particulate matter emissions
