Amends the Budget Acts of 2023, 2024, and 2025 by modifying, adding, and repealing various items of appropriation across multiple state departments and programs

Allocates housing-related General Fund appropriations through the Department of Housing and Community Development totaling over $100 million to cities, counties, and nonprofit organizations for affordable housing, homeless services, farmworker housing, and community development projects

Provides up to $2,550,000 from the California Tahoe Conservancy's Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Fund for technical assistance to disadvantaged communities and vulnerable populations

Reappropriates $239,395,000 to the Superintendent of Public Instruction for allocation to school districts and charter schools in the 2024-25 fiscal year, plus $5,000,000 for Holocaust and genocide education curriculum and professional development

Takes effect immediately as a Budget Bill requiring majority vote approval
