Requires school districts with interdistrict transfer agreements entered into on or after January 1, 2027, to adopt and post policies with specific timelines and procedures for processing transfer requests

Establishes automatic approval if districts fail to respond within deadlines: 30 calendar days for the school district of residence to release a student, and 45 calendar days for the school district of proposed enrollment to accept

Allows parents to submit transfer requests concurrently to both the home district and the proposed district, with the receiving district able to begin review immediately upon receipt

Permits districts to deny interdistrict transfers for pupils who have been expelled or are under consideration for expulsion

Authorizes districts of proposed enrollment to issue provisional acceptances when enrollment capacity is impacted, pending verification of available space
