Requires cities and counties to identify public water systems and prepare water supply assessments for all approved projects meeting certain thresholds, regardless of whether the project triggers California Environmental Quality Act (CEQA) review

Removes the current requirement that water supply assessments only apply to projects determined to be subject to CEQA, expanding the mandate to cover CEQA-exempt projects as well

Maintains existing requirements for water supply assessments including 20-year projections of water availability during normal, single dry, and multiple dry years

Imposes new duties on local governments without state reimbursement, as the bill authorizes cities and counties to levy service charges, fees, or assessments to cover costs
