Establishes microschools (16 or fewer students in residential settings) and micro-education entities (17-100 students) as permitted uses under local zoning, allowing microschools in residential zones and micro-education entities in residential, mixed-use, commercial, or industrial zones

Requires local agencies to process permits ministerially without discretionary review, public hearings, conditional use permits, or zoning variances

Prohibits local regulation of curriculum, instructional materials, teaching methods, teacher credentials, student testing, and immunization status beyond state law requirements

Mandates the Office of Land Use and Climate Innovation develop model ordinances by January 1, 2028, covering building safety, parking, traffic management, hours of operation, signage, and outdoor activity standards

Requires local agencies to adopt ordinances consistent with and no more restrictive than state model ordinances within 180 days of publication, with conflicting local ordinances deemed void and unenforceable
