Requires metropolitan planning organizations to include a sustainable communities strategy in every second regional transportation plan starting January 1, 2027, rather than in every plan as currently required.

Maintains the $25,000,000 annual allocation from the Road Maintenance and Rehabilitation Account for local planning grants but changes distribution method to allocate funds based on each local entity's share of statewide population.

Planning grants continue to support local and regional planning efforts that further state transportation and land use goals.
