Establishes the Community Anti-Displacement and Preservation Program (CAPP) to fund acquisition and rehabilitation of unrestricted housing units and convert them to long-term affordable housing while protecting current residents from displacement

Requires the Department of Housing and Community Development to select a private nonprofit lender or consortium with at least $30 million in loan experience to manage the program for 5-year terms

Creates the Community Anti-Displacement and Preservation Fund in the State Treasury, with administrative expenses capped at 5% and an additional 5% available for technical assistance and capacity building

Mandates 55-year affordability restrictions for rental properties and 45-year deed restrictions for homeownership units, with rental units required to remain affordable to low-income households upon tenant turnover

Prohibits eviction of existing residents based on income eligibility requirements and requires just cause eviction protections be incorporated into all tenant leases regardless of other statutory exemptions
