Prohibits California fusion centers from participating in, cooperating with, or sharing information with any governmental entity that assists or furthers immigration enforcement unless pursuant to a judicial warrant or court order

Bans fusion centers from providing office space to agencies engaged in immigration enforcement or allowing governmental entities known to be engaged in unlawful intelligence-gathering that violates residents' constitutional or civil rights

Authorizes state and local elected officials and their staff to enter any fusion center for inspections without prior notice or authorization

Requires the Office of Emergency Services to submit annual reports to the Department of Justice starting January 1, 2027, including participating agencies, data retention policies, request statistics, and a certification under penalty of perjury that the fusion center has not attempted to influence DOJ decisions

Designates all fusion center records as public records under the California Public Records Act, except for unique personal identifying information of individuals who were stopped, searched, or subjected to property seizure
