Requires California State University, community college districts, and independent institutions of higher education to notify faculty, staff, and students when their personal information is shared with the U.S. Department of Education's Office for Civil Rights during investigative, compliance, or enforcement actions

Mandates that notifications describe the specific types of personal information shared, including telephone numbers, email addresses, and physical addresses

Restricts institutions to only sharing personal information with the Office for Civil Rights when required by federal or state law

Requests (but cannot require) the University of California Regents to comply with the same notification and information-sharing limitations

For subpoena requests, requires notification to be made as soon as reasonably practicable before complying with the subpoena
