Removes arrest authority and peace officer status from federal criminal investigators, law enforcement officers, and federal employees in California, with exceptions for National Park rangers and emergencies declared by the Governor

Prohibits California law enforcement agencies from participating in joint task forces or interagency agreements that involve racial or identity profiling, target constitutionally protected speech and assembly, or use unauthorized military equipment

Requires all interagency agreements between California and federal/out-of-state law enforcement to be in writing, limited to two years, and receive prior written authorization from the Attorney General

Mandates existing interagency agreements be submitted to the Attorney General for review; non-compliant agreements must be amended or terminated

Defines "joint law enforcement task force" to include specific federal entities such as DHS task forces, FBI Joint Terrorism Task Forces, and ICE Protection task forces established by 2025 executive orders and memoranda
