Establishes the Grassland Ecological Area Conservancy as a new state agency within the Natural Resources Agency to protect, conserve, and restore wetlands and grasslands in Merced County, one of California's largest remaining contiguous wetland-grassland complexes

Creates a 9-member voting board including the Secretary of Natural Resources, Director of Fish and Wildlife, representatives from Grassland Water District and Merced County, landowners, and members appointed by the Governor and Legislature

Authorizes the conservancy to acquire property from willing sellers, make grants and loans to public agencies and nonprofits, and manage lands for wildlife habitat protection, public recreation, and climate resilience

Creates the Grassland Ecological Area Conservancy Fund in the State Treasury, with all conservancy income deposited into the fund and expenditures subject to legislative appropriation

Prohibits the conservancy from exercising eminent domain or regulating land use, and requires annual reports to the Legislature beginning January 1, 2028
