Prohibits California state agencies and public universities from disclosing personally identifiable sexual orientation, gender identity, and intersex status (SOGISC) information to entities outside California state government, with exceptions for mandatory federal program participation or valid California subpoenas/warrants

Expands the definition of protected SOGISC information to include data that could reasonably infer transgender or intersex status, such as gender marker change records, self-identification as nonbinary, and medical information related to transgender or intersex status

Applies disclosure restrictions to 15 state entities under the Lesbian, Gay, Bisexual, Transgender, and Intersex Disparities Reduction Act, including departments of Health Care Services, Public Health, Social Services, Education, and the Employment Development Department

Extends protections to voluntary demographic data collected by UC, CSU, and community college systems from faculty, staff, and students

Violations of the disclosure restrictions are subject to penalties under the Information Practices Act of 1977, which includes misdemeanor charges for obtaining records under false pretenses
