Changes the phrase "injury or death to a victim" to "injury to or death of a victim" in two locations within the definitions section

Applies to the definitions of "derivative victim" (individuals who suffer financial loss due to a victim's injury or death) and "pecuniary loss" (unreimbursed economic losses from crime)

Requires only a majority vote, includes no appropriation, and has no fiscal impact or effect on local programs
